|
|
POSITION OVERVIEW:
- Human Resources
Provide organizational leadership and coordination in all areas pertaining to employee relations along with planning, implementing, evaluating, communicating, managing and administering day-to-day functions of the human resources office (i.e.: recruitment, selection, staff data, federal and state reporting, substitute teachers, hiring, personnel issues, retention, labor relations, compensation, performance appraisals, working conditions, discipline, licensure, health benefits, personnel records, contracts, and district personnel policies and procedures); Direction and integration of diversity and equity into institutional employment and workplace practices, including in part, refinement of recruitment for the purpose of attracting, retaining and increasing the diversity of a skilled district workforce.

Lead the district’s efforts to conceptualize, define, assess, nurture and cultivate a culture of inclusion, equity, diversity and culturally sustaining practices (IEDC) into every core district function, ensuring that each scholar has full and equitable access and responsive supports to the district’s programs and resources; serve as a strong and vocal champion for IEDC across all programs associated with the district; work in close collaboration with district staff, scholars, families and community members as true partners to develop an overarching IEDC vision and strategy for Summit School District (SSD) with the goal of supporting the district in fulfilling its service to our scholar and families.
*The Interim Chief Human Resources & Equity Officer will be data-informed yet people centric with a relentless pursuit of the continuous improvement of central office performance and school leadership, instruction and operations, and who is driven by a desire to produce quantifiable and qualitative improvement gains. You will approach work with a sense of possibility and will view challenges as opportunities for creative problem solving, taking the initiative to explore issues and find potential innovative solutions. You will excel in continually changing environments and adapt in shifting projects or priorities to meet the needs of a dynamic transformation effort. You will be adept at applying and enforcing policy and procedure as well as comfortable with ambiguity and non-routine situations.

Human Resources
|
|
- Administer District policy and apply the appropriate laws, rules, regulations, policies and procedures pertaining to the District’s personnel functions. Interpret policies and procedures and make recommendations for their revision
|
|
- Evaluate, design, implement and interpret personnel policies and procedures consistent with legal requirements
|
|
- Supervise salary administration and administer employee contracts and supplementary pay; determine appropriate placement on the district wage or salary schedule as required by District policy and procedure
|
|
- Supervise the release of personnel information regarding employment verification, background checks, and confirmation of salary, references, and legal records according to district policy
|
|
- Develop, maintain and supervise all Human Resources databases
|
|
- Supervise and direct the maintenance of a comprehensive system of personnel records for all employees to ensure accuracy and legality
|
|
- Plan and monitor staffing at each site; facilitate processes for employee selection, assignment, transfer, leave, retirement, non-renewal, dismissal of employees, career longevity, as well as each buildings FTE (staffing allocations)
|
|
- Monitor and verify the current licensure of all professional staff through the Colorado Department of Education; initiate the licensure procedure for Temporary Emergency Authorizations, Substitute Authorizations, Temporary Teacher Eligibility
|
|
- Supervise compilation of information for and completion of the Colorado Department of Education report using the upload software, and completion of the annual EECO report
|
|
- Prepare all District salary schedules and performance pay calculations in addition to the District’s work year calendars
|
|
- Supervise the determination, verification and maintenance of confidential payroll schedules, job classifications, account numbers, types of pay, calendars and methods of payment for all district employees
|
|
- Supervise the inputting and gathering of personal information, dates, locations, distributions, jobs and pays, license information, experience, education and emergency information for payroll processing and maintaining all employee pay records and legal requirements for all employees
|
|
- Supervise and calculate annual wage increases for all employees
|
|
- Promote a cooperative and collaborative working environment by using effective personnel practices and problem solving skills
|
|
- Maintain and monitor the performance appraisal process for licensed and classified employees.
|
|
- Facilitate the process of job analysis and survey of wage and salary ranges and forecast the budgetary effects of changes in compensation
|
|
- Represent the District before the public as a member of local Human Resource organizations and meetings.
|
|
- Provide leadership to staff regarding human resource issues and in an advisory capacity regarding policies and procedures
|
|
- Plan, prepare and administer the budget of the HR office and allocate resources to accomplish department and District goals
|
|
- Supervise, manage and facilitate the District’s substitute teacher pool
|
|
|
|
EQUITY
|
|
- Develop a district equity plan / framework, to ensure that our district priorities, goals and strategic planning is fully reflective of, and inspired by, an equity “lasik” and reflects our aspiring equity identity
|
|
- Partner with leaders to define our future vision for SSD and engages in the implementation of short-and long-term strategic planning
|
|
- Assists the district and schools in resolving educational equity and diversity issues impacting educators, scholars, families and the community
|
|
- Serve on planning and policy-making committees
|
|
- Collaborate with other district leaders to support IEDC work throughout core district processes related to the hiring and induction of educators and community engagement
|
|
- Support school administrators on equity-related issues for effective administration of all aspects of school programs; and works cross-functionally with members of the school support teams and leadership development teams
|
|
- Collaborate with Communications Coordinator for the purpose of ensuring districtwide communication reflects a commitment to IEDC
|
|
- Collaborate with Chief Academic Officer to design and coordinate ongoing professional learning in the areas of IDEC for the purposes of educating leaders, teachers and support staff
|
|
- Provide assistance, coaching, and consultation to individuals, employees and groups for the purpose of addressing equity and cultural consciousness / cultural responsiveness
|
|
- Researches, reads key publications, and networks with topic experts for the purpose of staying current with the scholarship, pedagogy, and practices of HR and Equity, as well as efforts taking place at the local, state and national levels; ensure that the initiatives, policies and practices of the district are grounded in current research and up-to-date practices
|
|
- Partner with families and community organizations to engage in dialogue about equity and equity-based solutions to achieve excellence in schools
|
|
- Plan, guide and advise Superintendent, Board of Education and District Leadership Team on IEDC issues
|
|
- Lead and coordinate the recruitment and retention of underrepresented groups sand monitors, evaluates and assess the diversity of candidates in the hiring and screening process
|
|
- Create programs, plans and policies to address inequitable district systems, policies, practices and procedures as surfaced by district data
|
|
- Perform other tasks and assume such other responsibilities as may be assigned by the Superintendent
|
|
|
|
MINIMUM QUALIFICATIONS:
- Master’s degree OR Ten (10) years of related work experience (at least 5 years in Human Resources and 5 years leading equity, diversity and inclusion) with a demonstrated track record of system-wide programming and/or improvement initiatives
- Deep knowledge in the creation of, implementation of, and adherence to federal, state and school district policy
- Demonstrated facilitative leadership
- Demonstrated strong interpersonal skills and the ability to communicate, collaborate and problem solve with a wide variety of people and diverse perspectives in complex situations
- Strong background of managing and supporting complex change throughout a distributed system of different entities and teams

SALARY:
- In the range of $101,503- $142,104 commensurate with experience
